A withdrawal marked pending has not been refused. It is waiting in a queue that has three stages — the operator's own review, the payment provider, and your bank — and knowing which stage holds it is the difference between waiting sensibly and complaining to the wrong party.
The first stage is internal. The operator checks that identity and address verification are complete, that the payment method belongs to you, that the amount fits the account's limits, and, on larger sums, that anti-money-laundering rules do not require further questions. Much of this is automated; the cases it flags go to a team that in most companies works office hours, which is why a request made on Friday evening often moves on Monday.
Some operators add a reversal window, a period of hours during which a pending withdrawal can be cancelled and the money returned to the playable balance. It exists for the operator's benefit rather than yours, and where the setting can be switched off, switching it off is worth doing.
Only then does the payment leave. Wallets usually credit within hours, cards commonly take one to three working days, and bank transfers follow the normal clearing calendar, which ignores weekends and public holidays.
Incomplete verification is the usual reason, and it is worth completing before the first withdrawal rather than during it. A first withdrawal to a method that has never been used, a payout to a card different from the one used for deposits, or an amount far above the account's normal pattern each trigger a manual look.
Bonus terms are the other frequent cause. Where a balance still carries an active bonus with unmet wagering requirements, the withdrawable part may be smaller than the number on screen — although in licensed markets the money you deposited yourself is not supposed to be locked up by a promotion you no longer want.
Give the operator its published processing time before asking anything. After that, ask support one specific question: is the payment still with you, or has it been sent? If it has been sent, ask for the date and the reference, and the question moves to the payment provider or the bank.
If verification documents are being requested repeatedly, or a payment sits for weeks with no explanation, the complaint goes first through the operator's formal complaints procedure and then to the alternative dispute resolution body named in its terms. In a licensed market the regulator publishes which body that is, and the operator is obliged to tell you. Keep the request time, the amount, the method and every reply: a complaint without those is slower than one with them.
